of half-pay, compares in favour of the Home Forces: Whereas

Petitioners claim that 25 years Colonial Service should entitle

them to distinctly better terms than those prevailing at home.

That the present system of calculating pensions was based to suit men on dollar salaries, whose pensions are granted at the rate

of three shillings and eight pence to the dollar, whereas men on

sterling pay only receive the percentage allowed of their actual sterling pay.

That the attention of the Government be called to the good conduct allowances, which at present is considered unsatisfactory. That Petitioners consider that the following is a reasonable

suggestion and on the recommendation of the Captain Superintendent

of Police:-

That after 15 years service a 4th. class medal be granted.

and that these be made pensionable from the time granted. Petition- -ers claim that 15 years service in a Colony like Hongkong with a clean record is equivalent of the same service in the Navy or 18

years in the Army, and which, in either of the mentioned Forces

would entitle the holder of such, to a medal.

Instances have occurred where uedals have been granted, when the recipients could derive no benefit, i.e. on pension.

That all lembers of the Force be compelled to retire after

completing 25 years service.

Petitioners submit that a person who has completed twenty- -five years service should by then have become entitled to all

the promotion and pension that he can get.

That his remaining in the Service after that time is one of

the causes of the slowness of promotion, and that by his remaining

on, he is keeping back at least four men from promotion and the privileges appertaining thereto.
